These heroes never top a tier list, but their first expedition skill makes some of them the best rally joiners in the game, whatever your generation.

Why this tier list goes by generation

Whiteout Survival heroes come in generations, and a new generation arrives every few months of state age. Each generation is built to beat the one before: the official expedition guide puts Generation 2 heroes at about 40% higher stats than Generation 1. So the single biggest question for any hero isn't "is Molly good?" but "how many generations old is Molly in my state?"

That is how this list works. Pick the newest generation in your state and the heroes are placed by how far behind it they are:

      • S: the current generation. Invest here.
      • A: one generation old. Still strong; finish what you started.
      • B: two generations old. Fine as second-line or garrison heroes.
      • C: three or four generations old. Keep for their skills, stop upgrading.
      • D: older. Only useful for specific skills such as Bear Hunt.

We deliberately don't rank heroes inside a generation. The three heroes of a generation cover the three troop types (Infantry, Lancer, Marksman), and you need all three. Which one matters most depends on the troop ratio you run.

      Old heroes that stay useful

Generation doesn't decide everything. In rallies, joiners only bring the first expedition skill of their first hero, so a cheap hero with the right skill beats a new one. When you join a rally, only your first hero's first expedition skill counts (worth 5–25% depending on skill level), and the rally only uses the top four joiner skills by level. That's why Jessie, Jasser and Seo-yoon, none of them Legendary heroes, are the usual recommendation for joining a Bear Hunt rally.
